RESOLUTION OF THE ECSC CONSULTATIVE COMMITTEE on the implementation of an 11th ECSC social housing programme (Adopted unanimously at the 273rd Session held on 4 October 1988) (88/C 277/08)

THE CONSULTATIVE COMMITTEE, in view of the fact that the 10th 'ECSC social housing' programme expires on 31 December 1988, and the selective allocation of low-interest loans for ECSC housing construction, as one of the measures accompanying the restructuring of the coal-mining and steel industries, helps to alleviate the social effects thereof,

1. CALLS UPON THE COMMISSION to ensure the continuity of social policy for workers in the ECSC industries also in the field of housing construction by continuing the ECSC programme for the construction of social housing;

2. STRESSES that a programme lasting several years aimed at meeting the housing requirements of an increasingly younger workforce is indispensable in order to ensure a reasonable standard of living for workers and to allow restructuring measures to become socially more tolerable,

3. THEREFORE ASKS THE COMMISSION to come to a decision on the continued application of the housing construction measures in the form of an 11th 'ECSC social housing' programme as soon as possible, i.e. before the 10th programme expires.

4. SUGGESTS that the Commission revise the conditions for obtaining a loan by making these more flexible.

In this connexion consideration should be given as to whether, by increasing the ECSC loan amount in conjunction with the granting of other low-interest funds, a 100 % financing of 'social housing' could be achieved.
