Remarks
This appropriation is intended to cover the progressive operational implementation of Global Monitoring for Environment and Security (GMES) services and to implement a reference data service element. Reference data are not always available at MS level or are not harmonised at pan-EU level. It encompasses the development of interfaces to access and integrate existing reference data, completed with the production of specific basic reference data which are not yet available or up-to-date or not accurate enough, or data which should be produced at European level (e.g. surface models, topomaps, orthoimagery, thematic data such as soil maps etc.). This service element should be organised in partnership with existing data providers (e.g. National Mapping Agencies) and should where possible result in tangible benefits to users.
This action is expected to have a unifying role with a view to gradually moving all GMES services from pure research activities towards market innovation.
Legal basis
Preparatory action within the meaning of Article 49(6) of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (OJ L 248, 16.9.2002, p. 1).

- promote democracy and the rule of law, and the respect for human rights and fundamental freedoms,
- contribute to peace and stability, and to conflict prevention.
- In this context the European Community will continue to develop its role as a centre of excellence for European Union thinking on development policies and to strengthen the European Union's impact on the international development agenda. The EC will also continue to work towards the full implementation of the international aid effectiveness agenda, in particular through enhanced coordination with Member States and with international donors, and through division of labour.
