COUNCIL RESOLUTION of 21 April 1975 concerning new guidelines designed to balance the market in table wines

THE COUNCIL OF THE EUROPEAN COMMUNITIES,

Whereas the present serious surplus on the market in table wines proves the need for new guidelines in order to curb the development of the production of table wines and restore the balance of the market in both the long and the short term;

Whereas the last report of the Commission shows that wine production already exceeds normal foreseeable utilization;

Whereas account should also be taken of the need to improve the quality of Community wine production in the context of measures aimed at improving the wine market situation;

Whereas exceptional measures for distillation have been taken in order to permit a rapid improvement in the market situation of table wines;

Agrees, with the Commission, on the need to adopt, within the framework of Article 17 (5) of Council Regulation (EEC) No 816/70 (1) of 28 April 1970 laying down additional provisions for the common organization of the market in wine, the measures governing planting and replanting to prevent the formation of structural surpluses while promoting a policy of quality;

Undertakes to adopt these measures by 1 August 1975 ; to this end, the Commission is invited to submit appropriate proposals in good time;

Agrees to examine as a priority measure all the various amendments to be made to the basic Regulations on wine, on the basis of the proposals already made by the Commission and in the light of its discussions on 15 April 1975 and to take a decision by 1 August 1975;

Notes the Commission's intention of: - adopting a restrictive attitude towards national aid when implementing Article 15 (2) of Regulation (EEC) No 816/70,

- proposing to the Council measures for adapting the application of Council Directive 72/159/EEC (2) of 17 April 1972 on the modernization of farms to the objectives listed above,

- re-examining after 1 January 1977 whether these two actions should be continued in the light of the effect of all the measures taken.
